The document proproses concrete short-term, mid-term and long-term 
measures how to deal with platform monopolies, from 
privacy-by-design, GDPR, user consent to seeing social media as 
public utilities to the creation of data commons. There is a lot of 
talk about 'rights': to encryption, computation, algorithmic opt-out, 
interaction, equal treatment etc.
