"INTERNATIONAL NO-BUDGET VIDEO/FILMFESTIVAL", Vienna, July 04

With the theme "NO BUDGET" a variety of the starving Video/Filmscene shall be presented. "NO BUDGET" is present in all patterns of cultural activities. The theme also includes the offensive struggle to be creative, without waiting for no longer-working structures of film-subsidiaries. The medium video shall be understood not only as an alternative to the long tradition of celluoid, but also in it´s unique aesthetics. Film- and Videolook will be concerned in the programming.

The festival ist supposed to offer a stage for all productions and producers who are unable to find broad resonance due to the economic situation of the cultural landscape.
It aims at highlighting innovative ways and means that enable producers to nonetheless create amazing works.

 It intends to stimulate the exchange of these innovative solutions before, during and after the festival.
What is more, it ought not to be a festival where only a few works are exhibited and admired, but future works be propelled and prepared.
Besides the regular festival schedule there will ample opportunity to discuss future projects with colleagues and experts and to gather information and advice.

Regulations for participation:

1 open short film competition (all genres) 
short movies up to 15 minutes are preferred!
Commercial productions, commissioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.) 
Main criterium in the evaluation of the film is not mainly the film as such, but rather the relation between the circumstances of production and the final result, i.e. the innovation and creatvity of the producers enabling them to make a film with No Budget.

2 Documentary Movies No Budget (no restrictions in length) 
Commercial productions, commisioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.) 
Main criterium in the evaluation of the film is not mainly the film as such, but rather the relation between the circumstances of production and the final result, i.e. the innovation and creatvity of the producers enabling them to make a film with No Budget. Additionaly, choice of subject and and quality of investigation are also criteria of evaluation.

3 Special Theme POVERTY: all genres, documentaries preferred
This is a special category for works dealing with the subject of poverty und its effects on society open also to commercial and subsidised movies. Main criterium for evaluation is the the handling of and reflexion on the subject.

4 extreme sports no budget but balls
Like categories 1 and 2:
Commercial productions, commisioned works and productions on contractual order are excluded. The displayed works must not have received substantial public subsidies. (Lend of equipment and compensation for material costs are not considered as subsidies - salaries for technicians and writers, however, are.) 
Main criterium is the athletic performance. Still this does not mean that extremely risky stunts are evaluated higher since an accomplished cinematographic realization under consideration of the simplicity of the technical means is equally important.

Ausschreibung zum Int. Video/Filmfestival 
"Ohne Kohle" (Wien, Mai/Juni 04)

Mit dem Motto "OHNE KOHLE" soll aktiv ein Spektrum der kreativen, verarmten Video-/Filmszene präsentiert werden.. "OHNE KOHLE" bestimmt an allen Ecken und Enden das kulturelle Angebot. Das Motto beinhaltet auch: "Am Essen absparen"- statt auf eingefrorene Förderstrukturen zu hoffen.
Das Werkzeug Video soll einerseits als ernstzunehmende Konkurrenz zu der langen Tradition der Filmtechnik, aber auch in seiner spezifischen Ästhetik verstanden werden. Konkret wird das Programm auch die beiden Pole "Filmlook" und "Videoästhetik" aufgreifen.

Es soll all jenen Produzenten und Produktionen eine Plattform bieten, die auf Grund der ökonomischen und wirtschaftlichen Situation der Film-, Kunst und Kulturlandschaft keine breite Resonanz in der Öffentlichkeit finden.

Es soll vor allem kreative Lösungsansätze hervorheben, mit denen es Produzierenden doch (noch) möglich ist erstaunliche Werke zu schaffen.

Es soll zum Austausch eben dieser kreativen Lösungen anregen und zwar vor, während und nach dem eigentlichen Festival.

Es soll nicht zu einem Festival verkommen, auf dem einige großartige Werke ausschließlich bewundert werden. Vielmehr soll mit Hilfe der gezeigten Werke, sozusagen für zukünftige Werke vorgearbeitet werden.

Es wird neben dem eigentlichen Festivalprogramm Raum geboten, über in Planung befindliche Projekte mit Kollegen und Fachleuten zu diskutieren; Informationen, und Ratschläge einzuholen.

Außerdem wird es "Open Screenings" und kostenlose Seminarprogramme nach Anmeldung geben.
